To increase the diversity of participants in space research by providing technical guidance and support to Minority Serving Institutions (especially HBCUs) and small businesses in their quest to participate in space research, exploration, operations, and habitation and through expanding partnerships with international, intergovernmental, academic, industrial, and entrepreneurial communities, recognizing them as important sources and contributors of skill and creativity to the challenges of exploring and inhabiting this universe.
